Three layers
Layer 1: Education
The subjects that schools do not teach but that determine whether someone can participate in the digital economy. Financial literacy — understanding money, credit, investment, and business finance. Digital skills — not just using apps, but understanding systems. Career guidance — navigating a labor market being reshaped by AI. AI literacy — understanding what artificial intelligence can and cannot do, how to use it, and how to evaluate its output.
Layer 2: Transformation
Not just information transfer. A structured process that takes someone from "AI is too complex for me" to "I can configure and deploy an AI agent for my community." This is the hardest layer and the most important one. Knowledge without transformation produces people who know things but do not change how they work. Transformation produces people who think differently about what is possible.
Layer 3: Community
People who went through the same transformative experience together form communities. Shared language, shared understanding, shared mission. These communities become the deployment force for ToT — not isolated consultants who leave after the engagement, but connected networks of experts in every region who support each other, share learnings, and collectively build sovereign AI capacity.

The strategic purpose
PSR creates the human infrastructure that makes ToT viable at scale. The best technology in the world is useless without people who understand it, can deploy it, can maintain it, and can adapt it to local needs. PSR produces those people — not one at a time, but as interconnected communities.
The education system is built on the BOB platform — AI-powered anonymous hotlines and content libraries that make learning accessible at any time, in any place. Grant-compatible with PNRR, Erasmus+, European Social Fund+, and EEA/Norway Grants. The annual billing structure matches grant reporting cycles.
